The Department of Alternative Energy Development and Efficiency (DEDE) set up the financial support called ESCO Revolving Fund in order to encourage the private sector to invest in energy efficiency and renewable energy. This support scheme aims to facilitate the projects owners and investors to seek the project finance. The services of this revolving fund are equity investment, energy efficient equipment leasing and GHG project facilitation.

Under the eleventh National Economic and Social Development Plan (2012-2016), the role of Ministry of Industry on climate change mitigation, as mentioned in Strategic Plan of Ministry of Industry (2016-2021), is to enhance the capability of emission reductions in order to strengthen the position of Thailand in the world community (MoI, 2014).

In practical, the government started to initiate the green growth of the industrial sector in 2013.

3Rs for Industrial Waste Management

3Rs is the principle for waste management focusing on ‘Reduce, Reuse, and Recycle’. To effectively manage waste, it requires numerous methods from cradle to grave and consideration of waste property, natural resources and energy conservation, and environmental quality preservation. The principle of waste management hierarchy has been applied for sustainable waste management. Figure 5.XX shows hierarchy of waste management focusing on waste prevention/minimization, reuse, recycle, treatment, and disposal which is in accordance with 3Rs principle.

The industry that applying 3Rs principle in waste management should follow the following processes:

  • Develop and modify working process both production and other supporting activities to minimize waste
  • Manage each type of waste based on its utility to reduce waste at landfill
  • Regulatory compliance in waste management from collection, reuse, treatment, and disposal

At present, the Clean Technology (CT) and Environmental Management System (EMS) are integrated with 3Rs principle to enhance the efficiency of waste management. The most important factors to effectively drive these processes are executives’ awareness, commitment and support.

Examples of applying 3Rs principle in waste management in each industry

Liquor Industry Reduce
  • Reduce pineapple juice used in alcoholic fermentation by inserting tray to reuse the residual
  • Replace caustic soda platelet stored in bag, used for washing old bottle, with caustic soda in solvent form to reduce waste
  • Reduce chemicals and supplies used in lab by selecting analytical method which utilizes less chemical or adjust working process such as cut litmus in proper size
Reuse
  • Reuse liquor bottle
  • Reuse caustic soda and choose to use labeled glue to control the amount of caustic soda not to exceed 2%. Moreover, the paper pulp should be rolled to extract caustic soda for reuse and then dispose the paper.
  • Recycle cooling water from fermenter and reuse soft water in the cooling tower in order to reduce raw water intake
  • Use treated effluent in green area or for fire drill
Recycle
  • Intake distillery slop biogas production system and use Methane gas in boilers instead of fuel oil
  • Recycle residual from biogas system, label from bottle washing process, leave from green space, food waste, ash from boilers and sediment from simmering caramel to fertilizers or soil conditioners
  • Recycle residual pineapple and residual from washing process to produce animal feed
  • Recycle residual pineapple juice to adjust pH in wastewater treatment
  • Recycle old oak barrel and wood pallets to furniture, table, chair, flower pot, and other decorations
Electronics Industry Reduce
  • Design product by applying “Green Product” concept focusing on reduction of size and resource use as well as maximize % yield such as effectively use lead frame, reduce silver paste use, etc.
  • Reduce chemical use in production process such as reducing acetone use in equipment cleaning process
Reuse
  • Use paper box instead of wood box for packing products so that it can be reused several times leading to reduction in package use, load, and area for storing package
  • Reuse silica gel in power cabinet to absorb moisture
Recycle
  • Classify acid and base chemicals from production process and use it to adjust pH or to be used as substrate in wastewater treatment through chemical precipitation method such as NaOH from etching
  • Recycle and reuse used solvent
  • Converting food waste to fertilizer or Effective Microorganisms (EM) for using in toilet
Petrochemical Industry

 

Reduce
  • Effectively tune up production process to reduce waste such as yellow oil and spent caustic
  • Classify oily waste and polymers from production process to reduce waste
Reuse
  • Classify spent caustic from production process and reuse it
  • Intake part of treated water to be treated through Reverse Osmosis  (RO) system and use it in in cooling tower
Recycle
  • Recycle food waste from canteen and office and convert to Effective Microorganisms (EM) for using in factory
Cement Industry Reduce
  • Reduce coal using in cement kiln by replacing with renewable energy
Reuse
  • Reuse used lubricating oils in other parts such as chain
  • Reuse solvent by applying settling process to remove contaminated sediment
  • Reuse oil container
Recycle
  • Recycle broken brick from cement kiln demolition and use it as a renewable raw material in cement production
  • Recycle low grade limestone, broken refectory brick, and limestone dust and used them as a renewable raw material
  • Recycle used oil, clothes contaminated with oil, and bag filter and use them as alternative fuel
